I've often wondered why Hawaii doesn't have trailer parks. They're all over the mainland. True, they can be kind of "unattractive" but they look a lot better than homeless camps.

Trailer parks would keep some of the "right people" such as vested real estate interests, licensed plumbers/electricians, and paper pushers in the county permitting offices from having as much money and/or power as they would like. Can't have that, because it's just too simple and straightforward for Hawaii. Having said that, if trailer parks were the answer to homelessness, they wouldn't have any homeless in Alabama. I've been there, and they do.

Clean, safe campgrounds help those homeless for financial reasons. Don't bother trying to do it legally though, the county gestapo won't permit them in ag zoning. Some excuse about state land use blah blah...

And then there are those that want to live homeless in downtown Hilo, stay close to handouts, and make their problems everyones..

Some of the lower Puna subdivisions look kinda like trailer parks except with funkadelic shacks and dogs on short chains. Same effect, not sure why the county allows it. I think the trailer parks look better kept.

Yeah, the county is good at one thing.... wrapping chain link fencing around stuff. They got that down.

I think lumping the “ homeless “ as one thing is the root of the problem. A family that can’t afford rent and people that need to in a state mental hospital can be taken care of. If you sort them out from the petty criminal junkies that are intentional hobos.
If you can’t quarantine the people with the worst hygiene the Island will never be rid of the plague
