ETA: for those that have burned their CDC VAX card, if you were entered into the VAMS system, you still can get the records & ANOTHER JAB... so burning the card is not really a thing that would keep anyone form getting a booster....

Burning your card is just an attempt at making things look dramatic. You could also just shred it or throw it away, but it's not as symbolic. And as Carey points out, it doesn't change anything.
