Maybe this should be in the Puna politics section,

Isn't incorporation a referendum process? Not my area of expertise - other than hearing rumblings from fellow owners in an off island canyon. Similar rural county issues with a 1.5% tax rate to boot -

I don't think the majority of owners in HPP would want to live in a gated community. We briefly lived in the very small gated community of Beachlots and it was often a bit of a wait to come through the gate in a community with very few commuters. Could you imagine the traffic nightmare trying to get off the highway if every car coming into HPP had to make it through a gate, it would back up for miles between 3 and 6 every weekday.

For at least the sexual perps, you can always check the list of registered sexual offenders. The national sex offender registry shows HPP has about 10 sexual assault convictions, one child molestation and one child solicitation. A smaller number than Hilo, but it does show that they are there.
